Telangana: Government raises age of retirement, hikes pay and gratuity retrospectively

22 March 2021: Telangana state government has hiked the age of retirement from 58 to 61 years for its employees. It has also increased the pay by 30% which will be effective retrospectively from the last financial year. The government also announced an increase in retirement gratuity from Rs. 12 lakhs to Rs. 16 lakhs and a reduction in the eligibility criteria for getting additional quantum of pension from 75 to 70 years. These changes will be effective from 1 April 2021.

Ministry of Skill Development and Entrepreneurship directs government departments to employ only certified skilled workers in government contract works

21 March 2021: The Ministry of Skills Development and Entrepreneurship (MSDE) has directed all government departments to ensure that only officially certified skilled workers are employed in all contracts issued under their watch. The ministry stated that a phase-wise implementation can be thought of, with the proportion of certified skilled workers increasing from 10% in 2021-22 to 100% by 2026-27.

According to the Economic Survey 2020-21 mere 11.3% of the workforce of age 15-59 years has undergone skill training in India. Out of these 11.3% only 2.4% have received formal vocational/technical training while another 8.9% of the workforce received training through informal sources.

Union Labour Ministry directs State Welfare Boards to stop distribution of aid in kind to beneficiaries

22 March 2021: The Union Labour Ministry issued an order directing the Building and Other Construction Workers’ Welfare Boards (B&OCWWBs) in all states to stop distribution of aid in kind to its beneficiaries. Thereby banning the distribution of rations and other household articles. It directed them to use their funds only to provide financial assistance to workers by Direct Benefit Transfers (DBTs) to their bank accounts. The order also banned cash transfers as a way of providing financial assistance to the beneficiaries.

Karnataka: Government announces six months of childcare leave for women

08 March 2021: Karnataka government will provide six months of child care leave to its women employees over and above the 6 months of maternity leave as mandated under the Maternity Benefit Act, 1961. The government will also set up crèches in two major government offices in district headquarters, to provide assistance to urban working women.

Haryana: Governor assents Bill reserving 75% private sector jobs for locals

02 March 2021: Governor of Haryana gave his assent to the Haryana State Employment of Local Candidates Bill, 2020 that seeks to provide 75% reservations in private sector jobs for locals. The bill defines locals as those who were born in the state or have been domiciled in the state for at least 15 years. The bill applies to private sector jobs with monthly salary up to Rs. 50,000, and the quota will initially apply for 10 years.
